Buy static residential proxies, sold here as ISP proxies
Static residential is a market name, not separate stock. The order you place is an ISP order: one address per IP that stays put for the term, registered to an internet provider, from $2.10 for 30 days.

Two names, one order form
Sellers use “static residential” and “ISP proxy” for the same kind of address: one that does not rotate and that belongs to an internet provider rather than a hosting company. This site files it under ISP, so the form, plans and prices are the ones on ISP proxies.
The rotating pool billed by the GB is a different order with a different meter. That one is residential proxies.
Static or rotating: settle this first
Static is right when the address is part of who you are to the site: an account that should always sign in from one place, a partner API that admits only listed IPs, a session that breaks when the address moves.
Rotating is right when the address is a cost to spread thin: many requests, no login, a per-address limit to stay under. That order is rotating proxies, billed by traffic rather than by address.
Choosing a plan for an address you keep
Shared costs $2.10 per IP for 30 days and puts up to 3 users on each address. When the address is your identity, that sharing is usually the wrong saving; dedicated, from $3.20, keeps the address to you.
Virgin, from $4.80, adds a fresh IP nobody has used before and the option to swap the IP yourself. A longer term lowers the monthly rate and holds the same address for longer, up to 365 days.
Where the address can be
Country is a field on the form; region, city and carrier narrow it where stock allows. The last captured list for this line has 75 countries. The country index and pages such as Germany and the United Kingdom show what each line sells.
Pick the place the target expects its visitors to come from, not the one closest to you.
Frequently asked questions
Are static residential proxies the same as ISP proxies?
On this site, yes. Both names lead to one order form, one plan table and one price list.
Does a static residential address change?
It stays yours for the term you rent. On the Virgin plan you also get the option to swap the IP yourself.
Is static residential billed per GB?
No. It is billed per IP for a term, from $2.10. Each shared IP includes 1 GB, and dedicated or Virgin addresses have no traffic meter.
